The DC Service Request Center is an online tool allowing you to request government services. I've had pretty good success with requesting large haul trash pick-ups that I'm unable to do myself. The negative side to the tool is there is no feedback loop. For example if they are unable to service the request it doesn't tell you why or what the next steps should be.
All in all, it's a great start and a good resource to help keep the city clean. I hope the Mayor's office continues to fund this program and further develop the tool.

You can follow up by calling the request center number and citing the number of your service request. I've done a lot of this, and it can get frustrating to repeat yourself as you get transferred about. Follow-up is essential. However, some information posted to the Shawneighborhood litserv and the ANC2C02 forum has made the process easier. (I couldn't figure out how to link to an individual forum post--I'm pasting the info from that post below)

In addition to calling (202) 727-1000 or visiting src.dc.gov, follow-up with tracking numbers to keep pressure on District agencies who work for you, the taxpayers. Tracking numbers received are the central means of accountability. When a service request goes unfulfilled, email your tracking number to the points of contact below to follow-up and include in the cc: joseph.martin ]at[ dc.gov

He is an employee of the mayor. He has been very pro-active. The e-mail follow-up method is far less annoying than repeated phone calls during which you need to provide an introductory explanation of the problem each time.
